SARD employs different approaches by allowing freedom of expression to emanate creativity among staff. This is ensured in enhancing staff capacities with specialized training and exposure. Their innovations and learning are piloted/field tested where the best practices are consolidated, scaled up for replication and mainstreamed at policy levels.
